Um-I presume they mean vinyl? (which seems to be making a comeback ) cos I can't see what the value of the CD material (whatever it is) is to roadbuilding.
You could make some kind of tar with vinyl.

I took it to be compacts discs.
Are there any record companies who would manufacture a million copies of vinyl for any artist?
If EMI did then no wonder they couldn't sell them.
Even cd's are on their way out although HMV had a good Christmas sales wise,on all things shiney disc,so hopefully they'll be around for a few more years yet.
