Is my memory playing tricks on me, or were they supposed to be releasing a film version of 'the Prisoner' ?

you're perfectly right, but it seems nothing has been decided yet about this film... and to be honest, I prefer no Prisoner movie than a bad one. I guess as long as Patrick McGoohan is alive, he'll have the right to supervise all that concerns an hypothetical movie.

The one disappointing aspect of these talked about film projects is that none of them seem to be interested in making the film at Portmeirion.

The Prisoner without Portmeirion is a bit like Dr. Who without his TARDIS.

Except that the people who live there are probably highly relieved that they aren't going to have to move out of their houses for the duration..

As with the original series, any filming would be 'external' only with the interior shots done in a studio.
Plus many of the properties are holiday lets anyway.
And of the actual permanent residents,they'd probably welcome a film crew and cast more than they would the 500,000 visitors who trample around the village every year.
